When it comes to law enforcement there seems to be absolutely no give for individuals who slip and fall onto the wrong side. I recently watched a few episodes of prison break and although I know this was just a television show, unless you are in a federal prison it is totally unsafe to be outside in the general prison population. While I recognize that the prison system is not supposed to be a walk in the part, prison life can taint the future of most inmates in prison. Then there is the problem of innocent people being sent to prison and ending up without the possibility of rehabilitation or worse.
